Description

After a lot of experimenting I have discovered what the "Squelch Mode Enabled" feature on each channel of the RT98 does, this feature allows for the CTCSS Squelch listening to be enabled when the value is set to enabled.

If the value is set to disabled, it is the equivalent of running in "tone" mode instead of TSQL mode, so because of this, people can operate in TSQL mode, and function as if they are in Tone mode with the per-channel Squelch mode set to disabled.

It might be worth renaming this field to make it less confusing, to something like DCS/CTCSS enabled, or baking it into the appropriate modes. With Squelch Mode Off I am able to key up the RT98 without any CTCSS code used on another radio, despite TSQL mode being set to 229.1 in my testing.

I am still working to dig through how the STE Frequency and STE type functions work, I will put those findings into different issues once I can figure out how to remove squelch tail from my RT98's TX.
