Icom IC-2300H Will not read the radio

Description
Icom IC-2300H will not read the radio.
Tried two different radios and have the same problem.
Using an FTDI cable.
I have tried both Legacy and next.
The radio is powered on and not in clone mode when you start right?
The cable is echoing (as it should) which likely means the driver and USB part of the cable are correct. I'd check the state of the radio and that the cable is properly seated in the radio connector. Also make sure the squelch is all the way up on the radio if it's showing any S-meter deflection as sometimes that can cause the USB cable some grief.
Other than that, there's not much we can do for you that is likely to be a problem with CHIRP. All the icom radios share a single base implementation, which means they basically all work if any of them do - there's no specific clone code for the ic2300 to "fix". So I'd check everything downstream of the cable.

The problem is the same on two different radios.
The radio is not connected to an antenna. There is no s meter activity.
The squelch is closed and the volume is down.
