CHIRP

I've developed all of the current Radtel support except for the RT-490. But I did participate in getting the RT-490 support into CHIRP.

I just attached my test driver module for the Radtel RT-730 to issue #11091. Please test and provide feedback.

A patch as been submitted. Support will be available in the CHIRP-next build following acceptance.
