From the debug.log file it would seem that your programming cable has a Prolific type USB-to-Serial chip. That is most likely the problem.
For macOS the solution is to get a programming cable that uses the FTDI type chip. An example would be the PC03 sold by Baofeng Tech (the radio dealer in the USA) but this type of cable can be acquired from several sources.
https://baofengtech.com/product/pc-03-programming-cable/
For Windows the programming cable mentioned above would work but you can also manually download, install and select the older Prolific v3.2.0.0 driver as a workaround. A link to the driver and instructions for selecting it can be found on the Miklor Radio Information website. Keep the driver handy because Windows will at some point in the future upgrade the driver and you will have to (sometimes re-install it and) select it again.

The debug.log file shows that you are selecting the wrong radio.

There is no communications with the radio.
The log from the PC seems to indicate that many different ports are being tried. There is only 1 correct port to select. If you click "Help Me..." in the drop-down list for selecting the "Port", CHIRP-next will assist you with selecting the correct port.
Another common cause for this is not getting the 2-pin plug is fully inserted into the socket of the radio. Double check this. Sometimes the rubber cover for the speaker/mic socket can get in the way and interfere with getting the plug fully inserted.
