Hi Lily,
It depends on whether the radio being programmed supports it (you didn't mention which radio you have).
So once you've successfully downloaded from your radio using a compatible Vendor / Model selection, check the Duplex field of one of the programmed memory rows to see if "off" is one of the available choices. If it is, then you can program a channel with TX disabled (RX only) by setting the Duplex field to "off". If there is no "off" selection, then either your radio doesn't support that capability or CHIRP wasn't programmed to take advantage of it.
