This indeed might not be a chirp issue, but at this point I'm grasping at
straws. I did get the 5r to work, but still have issues with the 17r.

Due to the deeper than normal socket well of the UV-17 (and similar) series radios, it is common for the right angle plug to contact the side of the radio causing interference that prevents the plug from being fully engaged with the socket. You have to take steps to eliminate this interference so a complete and working connection can be provided.

If the interference is minimal, some have been able to press hard on the plug to bend the wires and make proper connection during the cloning operation. Others have had to cut away the part of the plug's strain relief and shell to eliminate the interference. What I did here was to make and use extension cables with straight plugs.
