closedTIDRADIO TD-H3 "None" power is High ("High" is actually low)

Description
Bug #1116 was not fixed correctly.
Bug #1116 stated:
"when programming the TD-H3, the transmit power shown in CHIRP is incorrect and does not align with what is shown on the radio's screen or in the Tidradio provided app"
"it [will] not program power levels correctly ("mid" in CHIRP corresponds to "high" on radio, which only has two power levels, not 3)"
Current behavior: On the TIDRADIO TD-H3; CHIRP next-20240322; In the power column; if "high" is selected, the result is low power when uploaded to radio. If High power is set on the radio, CHIRP shows "None" when downloaded from Radio. It appears the resolution to Bug #1116 removed the "mid" option, but did not remap the radio's high power setting to "High" in CHIRP correctly.
