After further review I am running 64-bit Windows.

You might try the following

1. If you have 3rd party anti-virus program installed, it is possible that it is affecting the download and causing the CHIRP-next installer file not to be fully downloaded. Try temporarily disabling the anti-virus program while downloading CHIRP.

2. Make sure you don't have a previous version of CHIRP running in the background. CHIRP cannot be upgraded while it is running. Certain active files won't be able to be replaced and then what you have "installed" will be a mixture of files from differing builds which will cause unpredictable results.

3. When installing CHIRP, right-click the installer.exe file and choose "Run as administrator..." to launch the installation process (even if your Windows user is an admin user).
