I read the instructions above:
Description
On my UV-5R I can chose 3 levels : low / medium / high.
With chirp, when choosing a channel and editing the preferences, I have only 2 levels : low/high
Between a .img and the radio :
- high => high
- low => medium
- and nothing for low
(I wish I'm understandable :-)
Could there be a third option in chirp, so that the 3 levels could be set/recorded in a .img file ?

You are not selecting the correct Vendor / Model.
The rule of thumb is...
2 Power Levels, 2 Bands = Vendor: Baofeng / Model: UV-5R
3 Power Levels, 2 Bands = Vendor: Baofeng / Model: BF-F8HP
2 Power Levels, 3 Bands = Vendor: Radioddity / Model: UV-5RX3

I can read on the radio "BAOFENG" and "UV-5R"
3 + power on = " Ver "."BFB298 "
"Firmware message 1" = "HN5RV01" ; "Firmware message 2" = "1"
In menu 2, TXP can be set to LOW/MED/HIGH = 3 Power Levels

From the "rule of thumb" chart that I provided above, you must use Baofeng / BF-F8HP to get support for 3 transmit power levels.
