Description
Have the A58S. Have the latest CHIRP for Windows. Running Windows 10 64 bit on an I3 laptop.
CHIRP comes up fine. Using the more costly FTDI cable/Baofeng Tech. Have tried connecting cable before CHIRP and after CHIRP. Have started with radio off then turning on as well as starting with radio on. All end with Error - Radio Not Responding. CHIRP finds correct COM Port... Com3 confirmed by device manager. Entered Baofeng A58S.
Have varied everything I could think of... Any thoughts?

The phrase "Radio Not Responding" does not appear in any of the Baofeng radio driver modules. I am going to assume that what you really meant was "Radio did not respond" (which is the actual message that you would see in the driver module used for the BF-A58S).
Assuming that the FTDI driver is properly installed and the selected COM port is correct (you said you verified this with Device Manager), the most likely cause of this problem would be an incomplete connection between the 2-pin plug of the programming cable and the socket of the radio. For example if you leave the 2-pin plug end of the programming cable fully disconnected from the radio and then attempt a download, the same error will occur.
Make sure the 2-pin plug is getting fully inserted into the socket. Make sure the socket cover isn't in the way and preventing the plug from being fully inserted.
I don't have the BTECH PC03 programming cable but I dug out my BF-A58S and plugged in one of my many Kenwood 2-pin style programming cables. The top edge of the plug as it is positioned in the radio's socket barely gets out of the radio's case when the plug's shell take off at a right angle and goes up parallel to the side of the radio's case. It looks to me like there may be a potential for the plug's shell to not have enough clearance to miss this corner. This potential interference could prevent the plug from being fully inserted.
You might also try putting some pressure on the plug during the cloning process.

Having the same issue here, same radio. Tried on two of the A58S radios, tried holding the plug in but just get this message:
An error has occurred
Error reading data from radio: not the amount of data we want.
Does the programming cable been tested and verified working with other radios such as the UV-5R or UV-82? If your programming cable has a Prolific chip inside, have you downloaded, installed and selected the older Prolific v3.2.0.0 driver? If your programming cable has the WCH chip have you downloaded and installed the CH340 driver? As I mentioned above, if you don't have a working connection (either electrical do to a bad physical connection or and incompatible driver causing a bad virtual connection), the same error will be experienced.
