I read the instructions above:

Description

Baofeng UV-10R can be managed from Chirp as UV-5R. But, UV-10R have 3 output power levels, and UV-5R have only two. So, now High level from Chirp mapped as High in UV-10R, and Low mapped as Middle. Please, add separate Low level for UV-10R.

This is because you are using a Vendor / Model selection that only supports 2 TX power levels. If your radio truly has 3 TX power levels (menu 2 [TXP] has 3 choices of HIGH | MID | LOW) then you should be using Vendor: Baofeng / Model: BF-F8HP to get support for 3 TX power levels.

I did a quick search for UV-10R listings. After looking at 6 or more of them (and ignoring the over-stated TX power levels - LOL) it would seem that this radio form factor is sold as both a UV-10R and a BF-UV10R. The pictures of the radio in the listings would indicate that they all have 3 TXP choices. The CHIRP Supported Radio Models list already shows to (use BF-F8HP) for the BF-UV10R. The list has been updated to show the same for the UV-10R.

Actually, the list of Supported Radios had the UV-10R as "use UV-5R". I changed that to "use BF-F8HP 3 power levels" - I hope that's correct?
