closedCSV file doesn't work in version 0.3.1 but does work in version 0.2.0

Description
The attached CSV file will not import into a VX-3 when using version 0.3.1 of Chirp. The only way I could get it to work with the VX-3 was to downgrade to version 0.2.0. I also tried the latest daily build 5-21-2013 and this version did not work.
Interestingly, I can export this CSV into a .CHIRP file okay. The resulting .CHIRP will then fail when it is attempted to be opened or imported.
Another interesting note is that I tried creating the file fresh in version 0.3.1 by taking the contents of my TM-V71 and dumping it to CSV and .CHIRP. Both files failed to import properly into my VX-3 using version 0.3.1.

I may have uploaded the wrong debug log before. The one below is absolutely correct.
Interestingly, I found that if my VX-3 already has the same channels programmed into it, that I can use Chirp 0.3.1 to change the frequency of programmed channels.
If I reset my VX-3 then the CSV file attached fails every time. The only way to make it work is to go to version 0.2.0
