Chirp can't communicate with any of my radios

Description

I have a Lenovo ThinkCentre Desktop. I'm running the most current version of Windows 10. I have an Core i3 processor, 250 Gb SSD drive, 8Gb of memory. My USB ports on the front and back of the computer are working properly and see my data transfer cable when I plug it in. I have a Baofeng UV-82L, Baofeng GT-3TP Mark III and a Wouxun KG-UVD1P. Chirp cannot read (download) or even talk to any of these radios. I have a Dell laptop with almost the exact same specs except it has 6Gb or memory instead of 8. When I run the Chirp software on it, it talks to all these radios just fine. I have no viruses, I have wiped the drive on my Lenovo and done a clean install of Windows 10 and loaded all the updates and still nothing. Any ideas?
