The change log is stored with Mercurial, and is accessible via the web here: http://chirp.danplanet.com/projects/chirp/repository/revisions. I'm not sure I understand why you want to duplicate it another place.

How would one figure out which changes were included in a particular release? I'm know how to do that in git but not so much in mercurial.

If you look at my previous comment you'll find a link to the list of changes. One of the columns is the date. The daily builds also have a date. All changes older than the date on the build are included in that build.
Changes are also listed in the mailing list announcement for each new build. Example: http://intrepid.danplanet.com/pipermail/chirp_users/2016-April/009634.html

Also, the changelog in apt is not supposed to be "every commit to the upstream project" but rather a changelog for the package. We'd have an enormous changelog embedded in the package if we did that. Every daily build generates a list of changes and emails the mailing list, so it's trivial to find the per-build data as well.
