Downloading from an already programmed radio.
(Describe what you expected to happen)
The CHIRP file window would accurately show the TSQL setting and the associated PL tone.
(Describe what actually happened instead)
Channels with TSQL set (verified manually), do not show TSQL or the associated PL tone in the CHIRP file window. Channels with TONE set, do accurately show the setting and the associated PL.
(Has this ever worked before? New radio? Does it work with OEM software?)
It works with RTS software for this radio.

Hi Dan. Wow. Super fast response! Thanks. Good suggestions.
I updated the channel (101 in this case) with TSQL of 67.0 and
uploaded to the radio and verified that the radio was programmed
correctly. Then downloaded from the radio and channel 101 is showing
TSQL of 67.0. Strange. I wasn't expecting that. The radio had been
programmed with the RTS driver originally.

Channels 101 thru 109 have TSQL in the radio. That "bad" CHIRP image
from the radio shows no TSQL for any of them. I tried adding TSQL to
channel 101 in CHIRP as a test and it correctly programmed the radio
and showed TSQL when doing a fresh download.

Ah, okay it looks like the RTS software must be programming all the tones in as "custom" instead of the standard tones. Again, if you could tell me what channels are supposed to be set to, I'd be able to tell if you're using actually non-standard tones or if they're just programming the standard ones as "custom". I dunno why they would do that, but... CHIRP only supports the standard channels and that's why it's not recognizing that the channels are in TSQL mode.

They are all standard tones programmed for the channels.
Ch 101 67.0
Ch 102 71.9
Ch 103 74.4
Ch 104 82.5
Ch 105 85.4
Ch 106 77.0
Ch 107 79.7
Ch 108 110.9
Ch 109 114.8
They look like standard TSQL tones on my RTS for the 778. I don't see
a RTS option for using "custom" tones.

Okay, they're configuring the radio to store the tones using the "custom tone value" fields instead of the indexed standard ones.
I can see about making CHIRP try to honor those if they're present and set to standard balues, but they also don't seem to be setting the flag that indicates that they should be used. So no promises, but I'll let you know here if I have something to try.

Dan, I did a little more experimenting and found that the latest version of
the RTS 788 driver seems to have fixed the issue. I can now program the
radio using RTS with TSQL set and CHIRP downloads it preserving the
settings. (And FWIW vice versa.) So I think all is good.
