Intermittent Squelch Flickering/Flapping Issue

Description

I downloaded an .img file from the radio right out of the box. PL2302 cable. Chirp NEXT, version at that time was as of last July. I saved that file.

I took and programmed it as I would any other radio in Chirp, putting in the channel data in.

I went to confirm everything was working and tuned to NOAA in my area. I have been experiencing an apparently common issue. The squelch will pop in and out for no real discernible reason. Often it can make received transmissions unreadable.

It is not the antenna. I have tried checking connectivity as to that. No issues there. My UV5R did not experience this issue and any alternative antennas I have tried have made no difference with the UV9R.

Battery is fully charged. I have noticed no real difference between having the handmic attached and not attached.

I tried adjusting squelch settings thinking it was an issue of too high squelch setting. No difference.
I tried re-uploading the original img file to the radio. No change.
I have tried factory reset. No difference.
I have tried programming it as a regular UV9R. No change.
I have tried downloading and reuploading the original img in the original CPS, this was after I reuploaded the img from Chirp in Chirp. No change.
I have tried seeing if it gets better with time or different transmissions. It has some improvement but not much. I do worry about the excessive noise this radio seems to pick up when squelch is broken as opposed to my UV5R
I have tried reprogramming under newest release of Chirp. No change.
I have tried listening to other received transmissions other than NOAA. I have noticed the same issue.

I have NOT tried using legacy Chirp. That is about all I have left to try.
