closedgb2312 codec error accessing Settings

Trying to access Settings for UV-17R Plus
(Describe what you expected to happen)
Displays Settings
(Describe what actually happened instead)
Chirp displays Getting Settings dialog then immediately displays “An error has occurred. ‘gb2312’ codec can’t decode byte 0xad in positin 5: illegal multibyte sequence”.
Same error whether MacOS or WinOS Chirpt-Next.
(Has this ever worked before? New radio? Does it work with OEM software?)
New radio. Settings function not avaialble in OEM CPS. Need to adjust radio squelch levels with Chirp-Next.
