Most likely you don't have the 2-pin plug fully inserted into the socket of the radio. This is common with the UV-82 style radio. The smooth metal pins of the plug stick in the metal rings just shy of being fully inserted in the socket. I had the same experience with my first UV-82. You need to wiggle and push on the plug (more on the end with the smaller pin) and it will eventually snap in the rest of the way.
