(The UV-17Pro is the base for the BF-F8HP-PRO so the answer for it applies the same)

It's not in CHIRP because the radio does not support this function. CHIRP can't make the radio do something it was not designed to do, and the BF-F8HP-PRO does not have dynamic bank functionality. Please read the description of how banks work in this radio. They are static, not changeable.

@Dan Smith For the Baofeng radio models with 1000 channels separated into 10 zones of 100 channels (BF-F8HP PRO, UV-17 Pro GPS, etc), would it be difficult (or even possible) to program CHIRP so that when hovering the mouse over the memory row # a 'tool tip' would display the Zone # and Channel # that the memory will be assigned to in the radio?

@Jim Unroe since this conversation (and the last) I've been thinking about just exposing an immutable bank model that will cause the banks tab to show up, but be unchangeable. I think that is the place to explain they're not adjustable, potentially with a tooltip. This conversation seemed to end with "...okay but where's the banks tab?" and so exposing that with everything greyed-out and a tooltip would be the way to make that obvious I think :)
