This is almost certainly a physical connection issue. Please note these low-cost radios are terribly bad about fitment and it's very common for the programming cable connector to feel seated, but not be due to clearance issues. The recommendation I've seen is: push hard enough that you feel you're going to break it, then push a little harder. Many resort to trimming their connector to improve fitment.
