Is it 32-bit or 64-bit? CHIRP next requires 64-bit Windows.

If you have a 64-bit Windows, then right-click the CHIRP installer and choose "Run as administrator..." even if your Windows user is an administrator.

If you have a 3rd part anti-virus installed, make sure that it isn't blocking the installation.

the computer is 64 bit and i disabled the antivirus and tried as admin with no luck when it askes about the licence it just stops no notice that it crashed

For the fun of it download the "win32.zip" build. It is a portable application so you can extract it anywhere that is convenient. Go into the newly folder and double-click the "chirpwx" file to launch CHIRP and see if that works.

Correct. That is a standalone build. I just wanted to make sure CHIRP itself worked and the problem was isolated to the installations process. Since it does work, your issue has something to do with your computer and/or how you are installing it that keeps the CHIRP installer from working.

If you want, you can right-click the chirpwx.exe file and create a shortcut that can be copied to your desktop to run CHIRP.

There is something "new" (not sure when it came out) in Windows, that you have to tell it twice to allow something to be installed. It is something like "OK to run" then "Yes, I meant it, please run", but in more Microsoft wording.
