Wouxun KG-UV9GX GMRS - Beta 1

This driver supports the 9GX.
It is essentially the same as the 9PX driver with updates to handle the different PF Key settings on the 9GX.
This should eliminate the BLANK settings tab

Tx limit interfaces have been removed as they do not unlock the 9GX transmit capability.
The 9GX is likely locked to Tx on GMRS only via firmware.
