Description
The "settings" window is blank. The programming of channels is fine. But all of the other settings are missing in the latest CHIRP release. Using v2.24.10 daily-20221109. Just fyi...the cable that ships with the new Baofeng radios DOES NOT SUPPORT WINDOWS 11. Just found that out. Had to use an older PC to program them.

Usually the Settings tabs are blank due to one or more settings having an out-of-range value. Attach a freshly downloaded CHIRP Radio Images (*.img) file so it can be determined if that is the case, and if it is, determine which settings are the culprit.
Most likely the problem (and it is very common problem) with your programming cable is that it is manufactured with a Prolific type PL2303XA or PL2303TA USB-to-Serial chip. Both of these chips are considered end of life by the Prolific company so the latest device driver that they supply to Microsoft has support for these chips removed. The workaround is to download, install and select the older Prolific v3.2.0.0 device driver. A link to the driver and instructions for installing and selecting it are available "here":https://www.miklor.com/COM/UV_Drivers.php. A majority of my more than 40 programming cables have this issue and this is what I have done so that they will work with my Windows 11 computer.

Well,m now you know all the channels I have on there. Enjoy lol. These are brand new radios that arrived this weekend, with the cable included. It is different from the UV-5's that I have, so i am glad it came with the cable.

Well if it came that way from the factory you could have simply included the backup factory "image" that you saved, unedited, after the first successful download and the only channels I would see would be the factory ones. ;-)
The problem is that the VFOs are set to a TX power level that CHIRP doesn't expect. This could be due to the factory making a change in how the TX power settings are stored. So that this can be verified please attach 2 or 3 "images" with the only difference being the TX power level selected in the VFO A. You can just tap the [#] key while VFO A is selected to cycle through the power levels. Download for LOW, MID (if it is available) and HIGH.
My guess is that if you cycle through the TX power levels in both VFO, valid values will now be in both VFOs and the Settings tabs will appear. But just the same, please attach the images, one for each available power level set at the radio (not CHIRP).
Thanks,

I changed both channels to HIGH MEDIUM and LOW and took an image after each. Settings did not appear on either download. I have attached all 3 to this.

Thank you for the files. Your radio is different from what CHIRP expects. I will have to do some additional research to figure out if CHIRP has a bug or Baofeng made changes to the setting. My guess is the latter since CHIRP has been the way it is for a long time.
In the mean time, before you download into CHRIP make sure to set the TXP menu of both VFOs to anything besides HIGH and your settings should appear. If either is left on HIGH before downloading, the Settings tabs will be blank.

I changed all of the entries in CHIRP to to MED and uploaded to the radio. Then I chose A and B and set them both to "M" by hitting the # key. I downloaded again from the radio into CHIRP, still no settings.

The channels don't matter. It is the A and B VFO that if either is set to HIGH will prevent the Settings tabs from showing up.
Switch to VFO (frequency) mode. Tap the [#] key as needed so that an "L" or "M" (not "H") is displayed in the upper left status display area. Tap the [EXIT] key to select the other VFO and repeat. Then your download to CHIRP and the Settings tabs will be displayed.
I know it works because I did it here (see attached image).

Just a heads up, I realized I needed to update the radio in my vehicle, and the driver setup for Windows 11 still doesn't work. I followed the instructions and download the v3.2.0.0 and cable will still not work. This includes the cable that came with my AnyTone 778UV. Had to remove the unit from my vehicle in order to take it into my house and connect to a Windows 7 machine
