Description
My USB cable is recognized by Windows 10. The cable's chipset is WCH-340x. But Chirp can't find my radio. The message [Error 123] appears... What do I do?

After some time, the error message changed: it is now "An error has occurred. The radio did not respond." Then the radio resets.

This is usually a problem with the connection between the programming cable and the radio. See the attached pictures.
The first picture (MayNeedModifiedToFitProperly.jpg) has and extended shroud and does not fit well on the radio. The second picture (ShouldWorkAs-Is.jpg) does not have the extended shroud and has no issues with fitting up to the radio. I one that I have here of the first type, I had to modify with a file in order for it to fit the radio properly so that pins of the programming cable would mate with the correct pads on the radio. The second type (I have both) fits with no issues and is my preferred kind of this connector.
I'm sure that CHIRP will work as expected once you get your programming cable connected to your radio properly.

Can you believe that my cable is EXACTLY yours in the second photo? But I'm going to buy another one to try...
Another question: Specifically the UV-9R Plus radio is NOT on the CHIRP list... Which of the listed ones should I choose for it?

If it is manufactured with a Prolific type chip, you must download and select the older V3.2.0.0 driver.
If it is manufactured with a WCH type chip, you may have to download and install the latest driver from the chip vendor's website (Windows often gets it wrong).
