closedCHIRP won't start on XP

Description
I updated CHIRP because the one installed would not start. I have the same problem with 2020/10/14
The specific error is:the application has failed to start because the application configuration is incorrect.
things I have tried:
Re installing the software.
new download and install
Restart the computer.
This all has no effect.
My goal is to use CHIRP to program a number of commercial radios not currently supported, possibly some scanners.
I am fixed with my bench computer,Dell Optiplex running Windows XP-pro SP2.
Q> Is a downloadable PDF user guide available at all, that would be an asset.

Hi Daniel,
I would suspect that you don't have the "Microsoft Visual C++ 2008 Redistributable Package (x86)":https://www.microsoft.com/en-us/download/details.aspx?id=29 installed.
