openMemory name changes as it moves doing Ctrl-Up

Description
When I select a memory channel and press Ctrl-Up to move it up, the second time I press Ctrl-Up, sometimes the name of the channel changes to the name of another channel. This results in two channels with the same name. I expect all the attributes (except Location) to move unchanged. This does not always occur, however it occurs every time using the image and channels in the attached example.
To reproduce:
- Open the attached img file. This file was saved after the first time I downloaded from my Yaesu VX-6R. All of the radio's configuration had been entered on the radio keypad.
- Select location 24, CAL222.
- Press Ctrl-Up. The channel moves as expected.
- Press Ctrl-Up. The channel appears to move, but now the channel has taken on the name of the channel that was displaced by the first move, LAGPS1.
This is my only radio, so I don't know whether the problem is specific to this.

I was able to reproduce this issue using your IMG file. It appears that the skip column is also affected (sometimes).
I might poke around in the CHIRP python files to see if I can spot any thing. But it might be best to email the chirp_users email list -- I think that place is more active.

I tried this again today after installing the daily-20200107 build. I downloaded a fresh .img file from the radio (Yaesu_VX-6_20200118.img) and I can still reproduce the problem:
Select W6HIL at 34
Ctrl-Up works two times, but the third time the name is replaced with KA6EEK, so now there are two occurrences of KA6EEK and none of W6HIL.
