I looked at the FAQ and found the radio works at 9600 baud. So that question is answered.
I have analyzed the radio during transmission of the program request to the radio. There are several areas that confuse me for its operation. 1 The USB cable from BTECH has a 5 volt signal of this request when open. When the radio is connected the signal drops to 3.3 volts and pulses low (reference to the sleeve of the 3.5 mm connector. 3 BUT the radio only puts out .95 volts and its signal goes to gnd ref the sleeve. This not enough voltage for the USB BTECH USB cable to pick up the signal.

With only .95 volts how does the USB dongle work? It seems this is the problem and perhaps why I have found a high percentage of regular BaoFeng radios that don't always program.

There was a response to my question that made a good suggestion. It suggested to turn up the audio volume. I finally found this info online also in the Miklor.com site under possible errors. The software when you click on download - select radio menu - and then it give instructions needs to be updated to include remove antenna select an unused channel and turn radio volume to 100% if this works.

What I found is the following: With the UV 5x3 BTECH radio and BTECH cable a minimum volume produced a .95 volt pulse train from the radio on the ring pin. The radio set at 100% volume also produced the same 0.95 volt pulse train that was delayed from the original START of the pulse train on the tip to the radio by 2 ms. It seems again to be just a delayed echo of the data sent from the USB cable on the tip of the 3.5 mm cable.

What do you suggest? The radio never enters programming mode or never changes anything on the display. I follow the exact steps of turning the radio off each time before attempting to program and then inserting the cable fully in then turning the radio on to full 100% volume.

New Update. The first part of the problem is BTECH sent me the incorrect program cable for the uv 5X3. They send a PC04 cable with one 3.5 mm connector. This could have been the problem with the strange results of the last entry.

It does not solve the problem. I used two different standard two plug cables and they did not program the radio. Today I used the web side www.miklor.com. It tells how to make a BTECH cable. So I converted the single 3.5mm cable using a socket and a 3.5 mm plug plus a 2.5 mm cable.

The new results are as follows. I can see the programming cable send a set of pulsed to the radio on its 3.5 mm sleeve connection (according to the diagram. Then only when the volume is full up I can see pulses on the ring of the 2.5 mm connector. I can also see the earphone talking when the radio powers up so I am sure this fits your reason for full volume. I see the return pulses but still get insufficient data. These pulses look like the come much latter perhaps even after the error on the computer screen appears the timing is sure close. Almost like the PC does not wait long enough for this radio to reply.

Hope this detail helps. There is still some sort of problem. The radio never changes its screen showing programming mode.

The wrong cable was shipped. Only one 3.5mm plug. I made an adapter to the dual plug version.
Still had problems till I put volume up to 100%.

YOU must change software window in Chirp that says to turn radio on. It MUST include turn volume to 100%.

Too many people here think Chirp does not work. Please fix this soon!

Cloning from the radio to the computer does not use the wires in the socket that are for the microphone and speaker. The programming cable also does not include these wires. I have been using and developing for these radios since 2012 and never have had to turn the knob any further than the "click" it takes to power on the radio.
