Description
Windows 10 OS. Most recent CHIRP daily build. Using the programming cable (Prolific Chip) supplied with unit. CheckChipVersion_V1006 returns “This is a PL-2303 TA chip”. Prolific driver Ver 3.8.12,0. Experiencing identical failure using older drivers 3.2.0.0, 3.3.2.1-5, 3.4.62.293 & 3.6.81.357). Software (factory) supplied with unit works with supplied cable and latest driver.
Did note that the Luiton LT-898UV does not appear in the debug file as a “Registered” radio. Also note that both the Jetstream JT270M and Leixen VV-898 (clones) are listed in the debug file as “Registered”. Not sure if this is significant.

No programming software will work until there is a computer and working connection between the radio and computer. The programming cable is manufactured with a counterfeit Prolific chip. The Prolific device driver that is auto installed by Windows Vista and above is intentionally incompatible with counterfeit Prolific chips.
The workaround is to download, install and select an older, but compatible, "v3.2.0.0 device driver.":http://www.miklor.com/COM/UV_Drivers.php

Using the 3.2.0.0 Prolific driver returns the same error. Also tried a DIY CP2102 cable (Silicon Labs Driver Ver. 6.7.4.261) which also returned the same error (reversing txd and rxd did not work either). Windows indicates both cables are "working properly".

Tried FTDI cable. Same results. In the attached zip folder find two files.
Luiton LT-898UV Dump.txt is an HEX dump between the LT-898UV radio and the software provided with the unit (reads channel data from the radio).
CHIRP LUITON LT-898UV Dump.txt is a HEX dumb between the LT-898UV radio and CHIRP software (returns: Failed to download from radio. Radio refused program mode).
Perhaps this information will shed light on the issue. Data obtained using Serial Port Monitor 7.0 by Eltima Software.

Closing this due to no more feedback. We can re-open if this is still an issue.
Since you tried a number of cables with different drivers, I'd suspect an electrical problem in the radio (bad connector). Try OEM software, does that work?
