Joshua,
Please be more specific. Which version of Windows do you have? Which version of CHIRP did you install, the "installer.exe" (.exe) version or the "win32.zip" version?

Explain "didn't work". What does it do? Any error messages? Have you tried right-clicking "chirpw.exe" and choosing "Run as administrator"?
You might go to the folder where the "chirp.config" file is and remove or rename it. Visit the "How To Report Issues":http://chirp.danplanet.com/projects/chirp/wiki/How_to_report_issues page for instructions for locating the CHIRP "debug.log" file. The "chirp.config" file is in the same folder. You might even include the "debug.log" file that you find there.
When CHIRP successfully loads you should see something like the attached screen capture.

8/29/2017 Windows 8.1 Chirp "not loading"
I had the same issue as Josh above...
When I would double click on the chirpw.exe file to run CHIRP, absolutely nothing would happen.
I went to Control Panel > Programs and Features and uninstalled CHIRP.
I then searched my hard drive for chirp.config and deleted the folder where it was located.
(It wasn't in a typical location)
I downloaded and installed the Latest Daily Build, and my issue was resolved.
I initially re-named the folder, with no luck.
