Krisy,
The #1 cause of problems for Windows users with a programming cable based on a Prolific type USB-to-TTL chip is the installed device driver. The driver automatically installed by Windows is incompatible with a Prolific type chip. You can see which chip is in your programming cable and which device driver is installed by using the Windows Device Manager. You will have to download, install and select an older (but compatible) Prolific v3.2.0.0 driver. The "Miklor website":http://www.miklor.com has a "USB Cables and Drivers for Microsoft XP, Vista, Win7, Win8, Win10":http://www.miklor.com/COM/UV_Drivers.php page that has a link to the compatible driver and instructions for installing it. If you don't feel you are up to downgrading the device driver, the best thing to do would be to purchase a programming cable with an FTDI USB-to-TTL chip.
The #1 cause of problems for Baofeng radio users is not getting the 2-pin plug fully plugged into the radio. Sometimes all is required is to press on the plug during the download or upload process. This is also covered on the "Miklor website's":http://www.miklor.com "Errors and Error Messages":http://www.miklor.com/COM/UV_ErrorMess.php page. See the "Radio did Not Respond":http://www.miklor.com/COM/UV_ErrorMess.php#error1 error.
Yours is most likely the driver issue because it is happening for all 3 radios. But once you have addressed the driver, you may find that you may also have issues with the plug's connection to the radio.
Neither of the above are CHIRP issues. No programming software will work unless (and until) there is a complete and working connection between the computer and radio.
