Trying to connect CHIRP to the radio

to slect a port, radio brand, and type. then the CHIRP softwre to download information from the radio
(Describe what actually happened instead)
When you choose the port, radio brand and type and hit ok it gives a message tittled Error Communicating With Radio: Short read of the block 0x00000
(Has this ever worked before? New radio? Does it work with OEM software?) New radio
