Description
When I try to enter a frequency out of the ham bands for monitoring or the 220 band it errors with out of supported range.
I have our local public service manually entered in the VFO mode and when I download from radio is shows in the
VFO A/B settings and the radio does receive. Thanks Jay N1FDX

You mentioned that you read the instructions but failed to include a debug.log file. Without it I can only guess the following.
The radio has 3 modes, GMRS, Ham and an unrestricted mode. CHIRP detects the mode and configures accordingly. I would suspect that your radio is not in the unrestricted mode and CHIRP is configuring itself to conform to the GMRS only or Ham only mode.
