Description

When user import channel list via File > import vi file, 'charmap' codec can't encode characters in position 31-34: character maps to is displayed.

Test. just export pure sample files from Yaesu VX-6 and import it without any modification for testing, it is reproduced.
Downgraded version of CHIRP as 2023 Dec, same error. Looks like env rather than product bug.

Please attach a file to test with. A developer may not have a VX-6 to create one for local testing.

From newest version of 20240117, it looks like fine. please do close after you verify if there was any changes for encoding. Thanks a lot!
